People of California — the time has come.
For decades, the California Department of Motor Vehicles has operated under a fraudulent presumption of commercial jurisdiction over YOUR private, non-commercial automobile. In Fiscal Year 2025–26 alone, the California DMV is projected to extract over $15.06 BILLION DOLLARS from the sovereign people of this state — through unconstitutional registration fees, driver's license fees, and commercial levies applied to private property that is EXEMPT from commercial regulation under the law.
Your private automobile is NOT a commercial motor vehicle. Under California Commercial Code § 9102(a)(23), your automobile is legally defined as a "Consumer Good" — property used for personal, family, or household purposes. Consumer Goods are EXEMPT from commercial regulatory schemes under Cal. Com. Code § 9109. The courts have confirmed this repeatedly. The law has always been on your side. The state simply never told you.

INTRODUCING: THE CALIFORNIA RIGHT TO TRAVEL ACT
Operation Wisedome and Power Inherent in the People have drafted a comprehensive, 11-section legislative bill — modeled line-by-line after New Hampshire HB 507 — that will:
REPEAL the commercial driver's license requirement for all non-commercial, private travelers in the State of California.
EXEMPT all private, non-commercial automobiles from vehicle registration requirements under the UCC Consumer Goods classification.
MANDATE the California DMV to issue — at NO COST — a "CAL. COM. CODE § 9102(a)(23) TAX EXEMPT" decal AND a "Non-Commercial Traveler" Photo ID Card bearing the words SAFE CONDUCT and SAFE PASSAGE guaranteed under Article IV, Section 2 of the United States Constitution.
REQUIRE the Commission on Peace Officer Standards and Training (POST) to include in its curriculum a course specifically instructing law enforcement that it is the USE of a conveyance — not its physical characteristics — that determines its commercial or non-commercial classification.
MANDATE that automobile dealers deliver the Certificate of Origin directly to the purchaser at the time of sale — preventing the state from seizing your title and committing the tort of CONVERSION against your private property.
REPEAL 21 unconstitutional California Vehicle Code sections that have been used to impose commercial obligations upon private, non-commercial travelers.
