VIRGINIA — THE BIRTHPLACE OF THE RIGHT TO TRAVEL ACT HAS BEEN SERVED!

The Commonwealth of Virginia is the home of the most powerful right-to-travel case in American legal history — Thompson v. Smith, 154 S.E. 579 (Va. 1930) — decided by the Supreme Court of Appeals of Virginia itself. Today, Operation Wisedome has formally submitted the Virginia Right to Travel Act to every Republican member of the Virginia General Assembly.

THE CONSTITUTIONAL VIOLATION:

The Commonwealth of Virginia extracts $2.0 BILLION ANNUALLY from the sovereign people of Virginia for the exercise of a fundamental constitutional right. Their own Supreme Court of Appeals said in 1930:

"The right of a citizen to travel upon the public highways... is not a mere privilege which may be permitted or prohibited at will, but a common right which he has under his right to life, liberty, and the pursuit of happiness."

Virginia has been violating its own Supreme Court's ruling for nearly 100 years. That ends NOW.

WHAT THE VIRGINIA RIGHT TO TRAVEL ACT DOES:

1. REPEALS the unconstitutional commercial registration requirement for noncommercial private automobiles (Va. Code § 46.2-600)

2. CREATES a Non-Commercial Traveler's Photo ID Card bearing the Gold Seal of Virginia — "SAFE CONDUCT — SAFE PASSAGE — VA. CODE § 8.9A-109 TAX EXEMPT"

3. MANDATES DCJS training for ALL law enforcement officers on the distinction between commercial operators and noncommercial travelers

4. REQUIRES automobile dealers to deliver the Certificate of Origin to the purchaser at the time of sale — restoring true ownership

5. REPEALS 21 unconstitutional Virginia Code provisions that convert the fundamental right to travel into a commercial privilege

6. PROTECTS the sovereign people of Virginia from $2.0 Billion in annual unconstitutional fee extraction
