INDIANA RIGHT TO TRAVEL ACT

Indiana should draw a clear line between commerce and private travel. The proposed Indiana Right to Travel Act follows the operative eleven-section structure of New Hampshire HB 507 and revises Indiana Code Title 9 so that a person traveling privately in a noncommercial automobile or conveyance is no longer required by the State to obtain a noncommercial driver license, register the private conveyance, display State license plates, pay annual registration-related fees, or pay registration-linked vehicle taxes.

The Act preserves the commercial regulatory system and does not excuse unsafe driving, impaired driving, criminal conduct, title fraud, lien obligations, or applicable commercial and federal requirements. It is a request for explicit legislation---not a claim that the existing UCC automatically repeals Indiana motor-vehicle law.
