NORTH CAROLINA: THE RIGHT TO TRAVEL ACT IS READY FOR LEGISLATIVE REVIEW.
The proposed Act draws a statutory line between private, noncommercial travel and activity conducted for profit or gain in business or commerce. It creates an express Chapter 20 exemption from the specified noncommercial driver-license, vehicle-registration, plate, annual-fee, tax, title-application, and related administrative requirements for qualifying private travel. Commercial motor-vehicle regulation remains intact.
This is not a claim that existing law has already repealed Chapter 20. It is a complete legislative proposal asking the General Assembly to enact the change openly and precisely.
