Why This Is 100% Legal: The AM Loophole Explained

Most people think broadcasting without a license automatically makes you an illegal "pirate" radio station. That is a myth. The FCC explicitly allows low-power broadcasting under strict rules known as FCC Part 15.

While the FCC heavily restricts FM transmitters to a range of about 100 feet, the rules for AM broadcasting are completely different. Under FCC Title 47, Part 15.219, anyone can operate an AM broadcast station completely license-free, provided the station meets two hardware limits:

  • The Power Limit: The total power input to the final radio stage cannot exceed 100 milliwatts (0.1 watts).

  • The Antenna Limit: The total combined length of the antenna, transmission line, and ground lead cannot exceed 3 meters (9.8 feet).

 

The Secret to Our Range

Notice what the FCC rule doesn't say? There is no limit on signal distance or field strength for AM Part 15.

If you use high-quality, certified engineering tactics—like mounting a weather-proof transmitter at the top of a hill or roof and grounding it perfectly—you can squeeze 1 to 2 miles of solid coverage out of that legal 100mW power budget. You are completely compliant with federal law, meaning the FCC cannot fine you or shut you down.

 

 

How to Set Up Your Revolt Radio Repeater

Setting up a station takes less than a weekend. Here is the blueprint to get Revolt Radio on the air in your town:

 

1. Source Your Gear

Do not buy cheap internet kits. To stay fully legal and get maximum range, you need a transmitter engineered specifically for Part 15.219 compliance.

  • The Transmitter: We highly recommend the Hamilton Rangemaster or the ChezRadio Procaster. These are FCC-certified, outdoor-addressable AM transmitters designed to mount directly to an outdoor pole.

  • The Audio Source: A dedicated smartphone, tablet, or cheap mini-PC connected to the internet to pull the Revolt Radio 90.1 stream.

 

2. Maximize Your Location

  • Get High: Mount the transmitter as high as possible (roof lines, towers, or hills) to achieve a clear line-of-sight to your target audience.

  • Ground It Heavily: Connect the transmitter to a solid ground rod or a massive metal structure. A great ground plane dramatically boosts transmission efficiency without breaking the 3-meter antenna rule.

  • Dial the Wavelength: Tune the transmitter to an empty frequency on the high end of the AM dial (between 1600 kHz and 1700 kHz). Shorter AM wavelengths translate to much better efficiency on a 9.8-foot antenna.

 

3. Feed the Audio

  • Adjust your audio levels so the signal is crisp, clear, and loud without distorting.

  • Host a Wi-Fi Relay: Put an old tablet or phone on a dedicated speaker in a local business, garage, or community center streaming Revolt Radio non-stop.

  • Distribute Promo Gear: Print out QR-code stickers or flyers linking to our web stream and plaster them at local coffee shops, skateparks, and community boards.

  • Submit Local Content: Become a field reporter or audio creator for Revolt Radio. Send us local news, music, or independent commentary to air across the entire affiliate network.

  • To build a true community network, local affiliates are highly preferred to operate on 1700 AM whenever available.

  • Keeping everyone on the exact same frequency across our local area accomplishes two major things:

  • Zero Interference: It ensures we don't accidentally step on different licensed commercial stations or clutter up multiple channels on the dial.

  • One Seamless Signal: It gives listeners a single, unified channel to tune into. Nobody wants to constantly flip channels on their dashboard just because they drove into a different neighborhood.

  • Think about how sports radio works: when you're out doing food delivery or driving across town, you want to keep your radio locked onto one single station while the signal naturally passes from one neighborhood's backyard transmitter to the next. By standardizing on 1700 AM, our micro-stations create a single, continuous broadcast blanket that stays active wherever our listeners drive.

  • When an FCC agent or a local official knocks on an affiliate's door, they often use intimidation tactics because they assume you are running an illegal, high-power pirate radio station.

  • As part of the Revolt Radio Network, every registered affiliate will be emailed a downloadable Compliance Packet. Print this out, put it in a waterproof folder, and zip-tie it directly to the base of your antenna pole or keep it right by the front door. If anyone questions your station, hand them the packet immediately without arguing.

  •  

  • What Goes Inside Your Affiliate Compliance Package:

  • The FCC Part 15.219 Statute Printout: A full, unedited copy of Title 47 CFR Part 15.219 showing the exact wording that power and antenna length are the only legal constraints—not distance or field strength.

  • The Equipment Certification Document: A copy of the FCC ID registration and certification sheet for your specific transmitter model (e.g., Rangemaster or Procaster), proving the hardware is factory-limited to a legal 100mW.

  • The Station Engineering Sheet: A signed page by the affiliate stating: "This station utilizes an FCC-certified transmitter operating at less than 100mW input power with a total radiating antenna length measured at exactly [X] feet/meters, fully satisfying federal exemption requirements."

  • The Network Registry ID: A certificate showing they are a recognized member of the Revolt Radio decentralized public-service relay network, proving the station is part of an organized legal project.
